Kim Horn

Kim currently serves as the Assistant Deputy Minister and Executive Financial Officer (ADM & EFO) for the Ministry of Post-Secondary Education and Future Skills, with responsibilities for corporate finance; records and Freedom of Information; funding, financial accountability and general operations for the public post-secondary education sector; emergency management; and information management.

Kim has been with the BC Public Service for more than 15 years, having worked in a variety of different roles within both ministries and central agencies, generally involving complex governance structures and stakeholder landscapes.

Before being taking on her current role, Kim held the role of ADM & EFO for the Ministries of Municipal Affairs and Tourism, Arts, Culture and Sport, building on her previous experience working in the Crown Agencies Secretariat (CAS) where she held oversight responsibilities for several of British Columbia’s large commercial Crowns and was part of the team that led the transition to Enhanced Care for the province. Prior to her time with CAS, Kim served in several senior roles within the Ministry of Education, with overarching responsibilities for funding and financial accountability within the public and independent school systems.  

Kim grew up in the Comox Valley and currently lives in Victoria where she enjoys exploring outdoor spaces and spending time with her family and friends.
