Digital learning models have become increasingly prevalent across B.C.’s post-secondary system, especially since the onset of the COVID-19 pandemic. In response, the Ministry of Post-Secondary Education and Future Skills initiated the Digital Learning Advisory Committee (DLAC) in 2021 to develop a collaborative response to these changes. This included the creation of three working groups with subject matter experts from across B.C. related to: Quality Enhancement, Digital Literacy, and Technology, Finance, and Administration.  

In this session, we will provide an overview of the Digital Learning Strategy (DLS) that resulted from these efforts and the resources that are available to support its implementation. The four key deliverables that comprise the DLS are: 

  • Strategic Priorities and Recommended Actions related to policies and programs, system collaboration, and enhancing digital equity
  • Guidelines for Technology-Enhanced Learning
  • The B.C. Post-Secondary Digital Literacy Framework
  • A map of capabilities across B.C.’s post-secondary system related to the digital components of learning

Looking forward, DLS implementation groups will work toward enhancing digital learning opportunities based on the recommendations of the strategy. The session will provide an overview of the implementation working groups, the work ahead and opportunities to engage moving forward.

Ben Ferrel
Executive Director, Post-Secondary Digital Policy and Programs | Ministry of Post-Secondary Education and Future Skills

Ben Ferrel is currently working within the BC Ministry of Post-Secondary Education and Future Skills as the Executive Director responsible for Post-Secondary Digital Policy and Programs. Ben brings to this role professional experience gathered working in both private and public sector, applying a variety of strategic policy approaches to promote the use of digital technologies to enhance learning experiences and support individuals in their lifelong learning journeys. Ben completed the Master of Educational Technology program from the University of British Columbia and continues to pursue lifelong learning opportunities personally and professionally.

Keleigh Annau
Director, Policy and Engagement | Ministry of Post-Secondary Education and Future Skills

Keleigh Annau is the Director of Policy & Engagement in Post-Secondary Digital Policy and Programs branch in the Ministry of Post-Secondary Education and Future Skills. In this role, Keleigh supports digital learning in the post-secondary system and brings experience in several different public policy areas to the role. Keleigh completed a Master of Public Policy at the University of California, Berkeley and applies a public policy analysis lens to her work.
